To Honorable Governor Ron Desantis, Hon. Marco Rubio, Senator and Hon. Rick Scott Senator
First Option:
A. Look at all incoming traffic from Haiti, Cuba and other hot spots. Request a full manifest and passenger list be provided to Mr. Ralph Citie the CEO of the Miami-Dade Aviation department. He or his designated local Airport managers at any of the five fields in Miami can refuse landing rights to any aircraft for safety or other reasons. It would be best to track the flight plans of suspect flights by looking the point of origin. That is all given to the FAA when they file a flight plan. If departing Cuba /Haiti they first contact Puerto FAA center. Have them let the pilot know that Miami Airport Authority denies landing rights to the flight. They will call their company for instructions. If they are told to go on then use option Two.
Option Two:
Miami is a legal port of entry into the US. It is just like illegals crossing the Texas Border. When the plane lands, have busses ready, Do not let them in the Terminal. Have Homeland and your own police or Natl guard there to Interrogate them. And to let them know they are under arrest for entering Florida without legal papers or authorization. Let biden know they will all be deported by Homeland Security.
More importantly arrest the crew, and let them know that transporting illegal immigrants across the Florida border is a Federal Crime.
IN addition. You can do what Texas did and pass a State Law making it illegal at the state level .If biden tries to stop you, SCOTUS has already ruled in Texas [ State Rights] That the State has the right to protect itself from harm if the USG ignores the Federal Laws.
Next impound the aircraft and take legal action against the owners for using their equipment to transport illegals into your State. This will make the owners the USG [ AKA Mayorkis is hiring them to do his dirty work]. They will get scared and lose money with all their equipment tied up and under pending law suits. They may push back saying biden said it was authorized. Good, then it gets back to the State vs the Feds, and all their planes will be tied up a long time sorting it out. Knowing this they may opt to settle on the Negotiation

I am not in favor of the State taking over the airport. As you can see from the attached article, that has been tried. I think more governance is always inefficient and therefore more costly.
do not buy the Fake News lie that the FAA is the sole authority at all airports. They control Air traffic, approved landings. taxi to the gate, push-back and departures. but no plane comes or goes without the consent of the Airport Manager.
