The EU and NATO would back that, and if he's worried about RU Nukes they seem to be as effective as his air defense. So far during this Russian invasion of a timy sovereign nation Putin tried to launch two Nukes, which blew up coming out of the SILO. It is why global arms dealers no longer by Russian.
